Andy Mackinder

Andy Mackinder is an established and DV cleared, senior government official with extensive experience in successfully delivering large, technically complex transformation and change programmes. He has a proven track record in both the public and private sectors, delivering major infrastructure projects, improving delivery confidence and securing significant efficiencies. Andy has led large multi-disciplinary and multi-national teams to deliver technically complex and challenging programmes, often in politically sensitive environments. He is an innovative and strategic professional with strong delivery and transformation expertise, which is complemented by an ability to create relevant strategies, provide organisational focus and bring about change in corporate direction. Andy has considerable commercial experience across a range of complex projects, including major infrastructure, military capability, digital services and high hazard safety and national security systems.

Andy is a Senior Director in Border Force responsible for the delivery of technology in support of maintaining the security and facilitating the movement of goods and people across the UK Border. 
He has spearheaded transformation in the nuclear field as the Head of Profession; successfully building a refreshed cadre of technical expertise across the defence nuclear sector. As well as focusing on achieving business results, Andy is a highly motivated line manager and mentor, who successfully managed large multi-disciplined teams in the execution of the widest range of business outcomes. He is a trusted professional and until early 2017 was responsible for delivering the Nuclear Weapon Programme. He was accountable to the Secretary of State as the ‘Golden Shareholder’ in a Government Owned Contractor Operated arrangement and as The Nuclear Weapon Approving Authority.

As Director Business Improvement Babcock Marine and Technology, Andy was responsible for leading the division’s transformation programme, developing a strategic business framework delivering performance improvement and cost reduction of circa £200m.

Andy was Head of Future Submarines (Hd-FSM), leading the overall programme for the delivery of a successor deterrent system, including the Whole Boat Concept design and securing the associated approvals and required resources. He established the arrangements for the delivery of a capable, sustainable, affordable and safe through-life capability, through collaborative relationships across the submarine enterprise both in within the UK and with the US. He led the development and set up the arrangements with the US on a Common Missile Compartment suitable for UK Successor and US Ohio replacement programmes.

Andy is a graduate of the Major Projects Leadership Academy, the Royal College of Defence Studies, and the Bristol Common Purpose Programme. Until recently, Andy enjoyed running a large football club (over 20 teams with circa 400 players from 5 years to adults) as Chairman. He enjoys sailing, reading and travel.
